The basic adjustment for TV linkage is:

1. disconnect accelerator rod from carb cross shaft. 

2. pull cross shaft to full throttle position.

3. pull accelerator rod all the way back towards rear bumper. It should
travel through a detent position.

4. adjust swivel on accelerator rod so it can go into cross shaft hole
easily.

5. re-attach spring.

I have a friend with a 69 140 powerglide that idles up about 1000RPMs  
when it is placed into low. The idle is fine in drive, just when you  
move the lever to low, it revs up. I'm assuming that the rods at the  
tv are out of adjustment.  Also the kickdown doesn't work above 35  
MPH. How and which rod do you adjust to stop the idle problem and how  
do you adjust the kickdown to the correct 45 MPH range.
