Without factual proof or reasoning, this statement is hearsay -- the 
only reason they are there is that is how they used to build them (hub 
riveted to drum as an assembly)  before they realized the lug nuts and 
wheel hold the drum to the hub just fine. The Corvair brake drum centers 
quite well on the hub for normal usage.  It's sort of like  
[It'sortalike - one word] early disc brake rotors where they were cast 
as part of the hub and were $250 each to replace (1980 dollars) -- now 
many are $25 and fit loosely over the wheel studs.  The only thing the 
rivets really did was they kept some dufus on the assembly line from 
putting the front drums on the rear.  And somebody had a job (riveting 
hubs to drums).

[note: the previous statement is also hearsay]

Drill out the rivets!  [this is an opinion - mine, different than 
Gene's, supported by the fact that none of my earlies have front drum 
rivets]

Maybe you need longer studs, too.
