A salvage title is issued by you state's DMV. Based on events effecting  
your vehicle, wreck, flood damage, theft recovery. It's not something you can 
go  and buy. The title is "branded" by the state. This effects future value, 
and may  also effect if and for how much a vehicle can be insured for. A 
salvage title is  not something anyone would purposely want, it is an 
albatross.
