"The best" way is open to interpretation. For a street car, the  standard 
spring -cut one coil - with the tang re-shaped to resemble the original  - 
then replaced in the car will lower the car some, and stiffen the overall  
spring rate. This is what most people want. If you want to drastically raise 
the  rate, and don't mind lowering the car more, start with a heavy duty 
spring and  cut one coil. It will be lower and stiffer. The racers know the coils 
and the  rate they want and order the correct springs - or series of 
springs - they need.  This, of course helps turn in and front end response - and 
absolutely ruins the  ride. It also hurts that a stiffer shock must be used 
to control the stiffer  spring.
