<VV> [FC] Help with model year ID?

Sounds like a '64 with a '62 VIN and title.  How is the VIN tag 
attached? Should be welded not pop rivets.  The "hidden VIN (or at least 
the last few numbers) is on the "frame" section near the steering, check 
if it agrees . . .
