It's a whole lot simpler to go to your local Police or Sheriff's Department, tell them that your speedo is designed to run off the front wheel, orginal tires were 13" and you now have non-stock wheels and tires.   They will be happy to set up a radar trap, and let you run through it doing the posted speed limit.  Then go back to the cop and he'll tell you what he had on the radar.  It couldn't be more than + or -  a couple of MPH, but it will keep you aware.  

As a former cop I can assure you that any reason to set up a radar trap is a good one.   There's no quota on speeding tickets---you can write as many as you want!!!
