Pros:
Better selection of tires
Possibly better handling with same outside diameter tire due to shorter 
sidewall

Cons:
Cost of the new rims
Inability to use stock hubcaps
Likely heavier combination (Corvairs are very sensitive to unsprung weight)
Possibly poorer ride (see shorter sidewalls comment above)
Selection of 14" tires is better than 13" but still very slim.

Conclusion:
For an otherwise stock car that is mainly driven to shows, Sunday cruises, 
etc) I'd likely stay with the stock 13" wheels.

For a daily driver or a car that will be aggressively driven, I'd try to get 
a set of lightweight aluminum wheels in a 15" or 16" diameter where good 
performance tires are available.

FWIW,  my wife's vert has 14x6" OEM Chevy wheels with factory mag hubcaps 
running 205/65-14 V-rated tires.  My wife wanted the factory mag hubcap look 
and the V-rated tires were available.

My Corsa ran 205/60-14 Comp T/A's on 14x6.5" Minilites... a nice lightweight 
wheel and a decent performing all season H-rated tire.

The much heavier steel wheel/hubcap combination is very noticeable when 
compared to the Minilite setup.

Currently, no V-rated tires and precious few H-rated tires are available in 
an appropriate size 14" diameter tire.
