if you study one , the 2 things that i have seen stop them from burning  
that might be hard to see , are the tiny screen under the input fitting 
plugged  , the little rubber shutoff gizzy stuck in place behind the fuel nozzle. 
also  remove the nozzle (same basic thing as an oil burner, or salamander ) 
and clean  the little filter on it with carb clean and air blast. if the 
rubber tip is  hardened up , replace it. that part , and all the other needed 
stuff is in a kit  sold by clark's and stewart warner aircraft heater parts 
supplier. it includes  good instructions also. well worth the cost , if it 
saves an out of control burn  in the heater someday...
of course all of this is assuming you have checked for spark at the plug ,  
adjusted the plug gap , and have fuel pressure at the feed line with motor  
running (3 lbs or so).
i had troubles with mine after a bout of bad gas , and had to clean  
everything. now there is a good filter installed before the fuel pump.
