I've had good luck with simply wiping some RTV (silicone rubber) 
around the bead area of wheels (after a lot of cleaning) that were 
afflicted with pitting, rust etc.   They won't leak after that.   And 
YES the tire comes off easily for changing; the RTV won't glue it to 
the wheel.

Do this before the RTV cures.   That way you get a better 
seal.   Again, the tire WILL come off the wheel if need be.

I've done this several different times with corroded aluminum wheels 
and steel rally wheels that sat in damp environments and rusted 
around the bead area.   I did it with some horribly rusted ancient 
early Corvair wheels that went onto a junker Mazda/Mercury (yes, same 
bolt pattern) that needed to be rollable and I wanted to keep the 
alloy wheels/tires that were on the car.   It also got throwaway 
tires mounted that were terrible, with chunks missing from the bead, 
cracks everywhere, and they all held air, no leaks.
