Jim,
Tim's right about the location of the horns. They're a moderate pain to access, but in any case if yours are like the ones that came in my '63, the horns themselves are likely nonfunctional (i.e. busted.) 47 years of exposure gets them corroded and plugged up so they're just scrap iron. I cut the wires to mine and installed a Fiamm triple-tone air horn in the trunk using the stock relay and wiring. It definitely gets attention. You could test your setup by checking voltage at the output side of the relay while someone pushes the horn button (or ring) on the steering wheel. If you get volts there (but no toot), the horns are shot. They both run off the same relay. The relay should be in the trunk on the driver's side, mounted on the side panel forward of the wheel well.
Personally I think the stock horns sound wimpy and deserve to be replaced anyway, but I suppose the purists take a dim view of that attitude.

You should be able to "ground" the wire at the steering wheel under the horn button and have the horns blow. I believe there is a single wire connector near the steering column. Is it hooked up? Is the horn relay hooked up? I believe it sits near the fuse panel. hopefully this is helpful to you.
