Matt is correct, but here is a bit more explanation. The needle is there to 
 allow a pump discharge when needed, but to prevent what is called 
"pull-over"  when the air flowing thru the carb causes a slight vacuum at the top of 
the  needle, which would draw fuel from the pump chamber if not blocked by 
the  needle.
