Obviously this method for setting the timing is for a breaker point type system as came on Corvair from the factory.  If one has modified or changed the system to something other than a breaker point system, he is kind of out of luck.  I would say to follow the directions that came with the replacement unit.   

There have been several good methods of blocking the vacuum line posted on this venue.  Just make sure it is the source of the vacuum that is blocked so the fuel / air ratio remains unchanged.

The source of the vacuum is the carburetor end so it is easiest to remove the vacuum line from the distributor end and plug the hose with piece of dowel.  Plugging the hose from the carburetor end would not work.  

But there is a more accurate method to set engine timing.
