I'd suggest trying a boat store - many land-locked states do have lakes and rivers and such and will have boating stores.  Second, you can search for "marine stabil" and you'll get several likely sources.  Finally, you can go to the manufacturer's website http://www.goldeagle.com/brands/stabil/where_to_buy.aspx
