<VV> Corvairs carb tuning question

Probably a clogged up idle system. Get Bob Helts book and understand how the idle system works. I took me a while to find the problem with one carb and the book was the answer.  
 Other opinions???

My 67 Monza PG is finally running fairly well, but I have a question about

My problem is that I turned them BOTH in 100% at the same time and the 
engine runs the same.
It does smell much less NIX-oious however ...

Ida thunk it would stall at that point, or at at least run worse with one 
turned in all the way ?

I have a "Keep your Corvair Alive" book here somewhere, but I can't put my 
finger on it right now ...

Am I doing this right ?
