 Not everything, they have some high quality stuff for cheap, but you have to sort through the crap. 

And trust me, the Chinese utterly embrace capitalism!

FYI,
I have used stuff from Harbor Freight, and side from the fact that it's  
made in China (for those of you who don't like Communism) anything I've seen  
from HF is cheaply-made and overpriced  (for the value) junk.
