Recommended 12 Ft lbs if Dry 9 Ft lbs if lubricated. - Several sources. It  
is defined by the fastener manufacturers based on the thread 1/4 x 20 Grade 
 8. 
 
Your 10 ft lbs is probably close enough.
 
The 66-up  which are 5/16-24 grade 8 would be   27 dry and  20 lubricated
 
I don't think the 66-up shop manual lists one either.
