I have had the same problem removing lifters from the bore.  It is just
varnish or some crud buildup that forms in the bore.  Squirt some brake
fluid in the hole first.  It will dissolve crud (and paint) in short order.
Then use the biggest magnet you can get in the hole and keep working it back
and forth until you scrape the gum off.  The lifter went in that way so it
will eventually come out.
