<VV> NC #3 - bad valve, probably not rings ?

I re-tested it several times, with two different compression gauges and
re-tested adjacent cylinders too, all with the same results :

130-150 on 1 & 5, flat 0, zero, not a budge, from #3.

I also cranked while holding my hand over the spark plug hole, and strong
blasts from all 5 other cylinders and a slight breeze from #3 - sounds like
a bad valve, probably not rings, right?
