<VV> Enforcing 100% membership; Was: CORSA book balancing

Is the objection to;
 
 A. having a rule requiring 100% Corsa membership at the  local chapter 
level 
 
or to, 
 
B.  ENFORCING such a rule?  
 
Because, it has been mentioned on here before that some national car clubs  
requiring 100% national membership for local chapters have the national 
collect  the local chapters' dues at the same time that national dues are 
collected and  the local chapter's dues are then passed on to the local  chapter. 
 If such a rule were implemented in that manner, it would not be  the local 
chapters' responsibility to enforce the rule.  In fact, it would  mean less 
work and headache for the local chapters because they wouldn't even  have 
to collect their own dues.  Just a thought.

 <the BoD has discussed 100% membership over several years.  Chapters were 
asked for their members feeling on this notion. The idea was  overwhelmingly 
rejected by several chapters. Several chapters, including some of  the very 
large chapters, stated they would withdraw from CORSA rather than  enforce 
the 100% membership.
