If they don't show up on the CORSA membership roster, they are not a CORSA 
member.

For new folk at the local, I suppose a grace period would be in effect until 
the next roster is printed and the deadline for that could be announced at 
the local meeting - along with a strong pitch to join CORSA.  That in itself 
could generate additional membership!

I suppose the "law of unintended results" might cause a few current CORSA 
members to opt for the $3.00 option, but I suspect that would be a VERY few. 
On the other side of that same coin, there could be an (even less) VERY few 
who think along the lines of - CORSA did something to me 30 years ago, so 
I'm not putting in one nickel.

The $3.00 pays the insurance costs for those non-member folks to enjoy local 
club events and still be under the CORSA insurance policy.  So, 
participation in local events is not a problem - they are already covered 
and now they are paying the cost involved for that coverage.

The thinking, at least mine, is that the local would pay the $3.00 charge X 
#of non-CORSA members.  The local could opt to charge it back to those folks 
as a dues increase of some kind OR certainly let it be know to the general 
(local) membership how those finances work and the reason for the charge.

CORSA already charges a fee to non 100% clubs of (I think) $50.00 per year. 
That could be a problem for smaller locals and/or those with small amounts 
in the treasury.  It seems more equitable for the larger clubs to pay more 
and the $3.00 per head would replace the current system.  Smaller locals 
would pay in less than larger ones.  Perhaps SOME smaller flat charge per 
local could still also apply if needed. ($20.00?) per chapter... certainly 
not any more than that.

If say 45% of locals are non-CORSA, then a local with 20 members kicks in 
around $27.00 for 9 non-CORSAS.  A local with 200 members kicks in $270.00 
for 90 non-CORSAS.  The non-CORSA members, or the local club treasury are 
footing the bill.  I suppose a "work - release" (probably a bad phrase to 
use) program could be worked out at the local level on events that generate 
revenue for the local club.  Kind of - you are expected (obligated) to 
provide X hours of donated time at X event.  Again, that decision would be 
made at the local level since it also could backfire.  The point there is to 
let the local membership make their own decisions.
