The $75 you mention could be a genuine burden on the treasury of some of the chapters to the extent that they could fall out of CORSA altogether.  The $3.00 per head (non-Corsa local members) charge would not have such a negative impact on smaller locals.

  This thig has way to much talk about it when it could be made so simple
  Each chapted that has more than, maybe 10% non Corsa members could pay maybe a $75 a year fine too Corsa, end of Corsa's prblem, then it would be up to the local chapter to do what ever it wants about the non Coras members. SO SIMPLE!
