OK, question answered !

Steering wheel does not need to be removed to pull the shaft, at least not 
on a 1967 (or later ?), maybe even without pulling front seat.

Maybe that's a "flat rate inflator" ? (not to start another debate !)

About 1/2 hour, with studying each step, to make sure there are no 
surprises, including removing front seat (which I was doing anyway).
