Charlie,

No they don't.  If it's older than 1981, it doesn't have a 17-digit VIN, so
they usually don't enforce the rule.  Hell, they don't even enforce it on
newer cars in some cases.  I've seen several Chevy pre-64 VINs short a digit
(usually the plant letter.)

BTW, you can probably write down 20727W167370 as scrapped since 4 Dec 1974.
We sold it to a collector in Georgetown, IL for parts.  Don't know the name
of the collector.
