I agree that a phased approach is better, to get it started.

Fields for other data can always be added with little trouble as the need 
arises,.

Option 'plate' data, rust, nick and dent info, photos, state/country of 
registration, owner transfer dates, photos, link to owner docs, and all 
sorts of interesting information can be added as we move along.

Someone will always think of something else to keep, but why stall now, 
waiting to make it perfect ?

Let's consolidate ALL of the data we have in one place, - a great start !
