Once you have the valve body apart to see the e-clip, look at all of 
them. Move the spool valves and check them all.

Upshift problem can be the governor. The plastic gear sometimes gets 
wiped out. IIRC, a Turbo-hydro 350 or 400 plastic gear is the same.
