"They," Frank, are already contemplating "mileage taxes," that is, 
taxation based on the number of miles you travel rather than the fuel used.

This is being proposed not only because of electric cars, but because of 
dropping overall gasoline consumption due to more efficient cars, fewer 
miles being driven due to the economy, et al.

This has been widely reported.

Also widely reported is how strongly people object to this proposal.  So 
don't expect to see it... soon... but expect to see it.
