I keep push rod tube o rings soaking in motor oil. That way they are 
always lubed when I need them.

Never install an o-ring without lube. The lube would be whatever 
lubricant it is trying to seal. i.e. water, grease, oil, air depending 
on application. Oh, air is not a lube, so  choose one that looks to work 
without damaging the system it is protecting. i.e. like no petroleum in 
brake systems.

At work we have an application for o-rings that is for pure water 
sealing. The manufacturer of the system thought plain water was not 
appropriate for installing o-rings, so we use the recommended lube- KY 
Jelly. Put that on a requisition and see what looks you get!
