Two things to check.
 
You say the car is running too rich, which may because the chokes are  
staying on longer than is necessary.  Is the summer/winter plate moved to  the 
winter location to allow hot engine cooling air to heat the carbs?  If  the 
plate is in the summer position (covering the square hole on the left side  
of the engine below the alternator) then the car will be slower to warm up 
and  the mixture will stay rich longer than it should.

Hard starting in winter on a Corvair that is seldom driven could also  be 
simply the summer gas.  If you are in an area that actually has seasons  the 
winter mix is different.
