This morning the ambient temp was zero. I bet the manifolds (where the choke 
coils are located) were also at zero as the car was outside. Started after about 
2 seconds at high idle.

On the contrary, only by the temperature of the choke coil.  This may or may 
not be sensitive to the ambient temperature depending on the functioning of 
the engine thermostats.
