if you can not find something that does not harden up , such as a grease  
like compound (cosmoline , texaco compound L etc) just spray oil , preferably 
 used , on it once a year. do inside doors etc also. the oil will migrate 
to dry  areas and help protect a long time. 
undercoats that get a hard crust do about as much damage as none at  all.  
go check junkyards , and peel off sheets of hard  undercoat with  rusty 
metal attached...
rustproofing is a study all by itself.  just a good coat of an enamel  , 
like rustoleum frame paint  thinned to soak in well does a lot of good.  put 
it on with a cheap rustproofing gun , such as harbor freight sells.
