Bill:  Don't know where you live, but if all else fails, find a tool & die
shop and ask them how they remove broken taps for dies.  You will have to
take the head to them.

Once upon a time, right out of high school,  I was a gopher for a T&D shop,
and there was a another local shop that did this work.  Of course this was
in the northern Detroit suburbs, and there were lots of T&D shops doing
things for the Big Three.  Don't remember what process is called, but it'll
burn out a harden tap.
