From the factory the dipstick tube goes into the oil, as Bob Helt wrote that was to minimize fumes.  There's a small hole on the side to relieve pressure, and if the engine is tight that's all you need.  However, engines with some significant blowby will pump oil up the dipstick tube, so if the engine otherwise runs acceptably, the simple solution is to break it off even with the crank case (and maybe don't use the heater).  I recall reading inserting a screwdriver and rocking back and forth will break off the tube.
