<VV> Dreaded E-clip location?

Just double checking. I'm deep in the heart of my PG and it looks like the dreaded E-clip is still in place. But before I button it all up, I want to make sure of the location of the E-clip. When I look at the valve body I see four valves: manual, throttle, pressure regulator, and low drive shift. In the service guide the only E-clip I see is on the throttle valve. The throttle valve in my valve body has an E-clip on it, so I'm thinking that the problem with my car's inability to upshift is caused by another issue. If my E-clip is indeed in place, which it appears to be, what else should I look for before I reassembly my PG?
