Okay folks - a few further thoughts
First - 
Okay - You go into your regular bank to deposit a  check. You fill out your 
name on the front of a counter deposit slip and,  on the back, some 
trickster has written a "stick-up note". You give it to the  teller. Tell me what 
would happen in court, if it ever got that far. If you  do rob a bank I hope 
you get caught - and pay.
 
Second -
"Operated, moved or left standing on the  roadway" is the actual wording in 
the California Vehicle code. If you think  pushing a car from a driveway 
onto a trailer is "Operating, Moving or leave  standing in the roadway" and is 
a violation, please don't do it. I will continue  to provide 
"Non-operating" status for a car that is NOT driven, parked or  flat-towed on the street. 
I don't include  pushing onto a trailer as operating, even if it touches the 
street for a moment  while moving it onto a trailer. I do not flat-tow an 
unregistered car. If you  drive it, tow it or park it on the street, pay the 
registration fees. I  do
 
Perhaps the cops/courts where you live are  assholes - I feel sorry for 
you. Most of the police I have met - even under  tough circumstances - have 
been quite rational. If I were to drive past a  Highway Patrol, all by myself, 
at 80MPH, I kind of expect to be paying for it. I  wouldn't expect them to 
write me up for 90MPH, even if they could "get away  with it".
