I believe that front lap belts became mandatory for the 1966 model year,
except for exported cars. The RPO for seat belt delete changed to reflect
this: A62 through 1965 then A48 after that.

I believe you mean they were a "standard option" in '64... they weren't
mandatory until '67. In '64, '65 or '66 you could order the vehicle with a
"seat  belt delete" option, and get a credit of a few dollars... my '64 700
made the  first week of June 1964 is one such car.

Actually Federal law required all US passenger cars to have  outboard from
lap belts effective January 1, 1964.  My Dad's 64 Fairlane  500 Sports Coupe
was built in November 1963 and didn't have them.

Rear  lap belts came in for '66.  My 66 Monza has the anchors for shoulder
belts under the headliner.

Shoulder belts were mandatory on all  US-market passenger vehicles effective
January 1, 1968.  That means the  early production '68s didn't have them as
standard.  

I have a  nice set of matching aqua seat belts that I am planning on
installing if I  ever get the time, G-d willing.
