I searched earlier today in case someone wanted details. Imagine my surprise that the law was revised. ggg

It is now 1963 model year vehicles, not those after Jan 1 1963. I ran into this law back in the 90's when a customer's 1963 Monza failed inspection. There were factory rubber plugs in the belt mounting holes. 

State police operate under Virginia administrative code agency 30.

Section 290 is seat belts.
