Vacuum guage bounces? Is this an engine of know condition? I think you may have 
a poor intake  valve. Easy to check with a compression check. Might be an 
indication of a fluctuating vacuum pressure in the intake manifold.

Hope others chime in with ideas.

That is good advice Mike.  I took off the carb and disassembled it, put the 
accelerator pump back in correctly, and cleaned all parts of the carb body and 
all passages with carb cleaner.
 
I put the carb back on the car and I haven't had a chance to drive it more than 
around the block, but she seems to defnitely run better.
 
Vacuum reading is crazy, the gauge waves back and forth violently, and suction 
from that carb is very weak, the left carb has STRONG suction.
 
Unfortunately I didn't check whether there were two gaskets at the base of the 
carb, but next time I'm inside the engine compartment I'll try to veriify that.
