<VV> what year did reverse lights become mandatory?

If I remember right, GM started putting backup lights and outside rear-view
mirrors as standard equipment on Chevys in 1966.  It wasn't a law thing,
they just did it as far as I know.  Uniess they've changed the ILMVC,
they're still not 'mandatory' equipment in Illinois, but I wouldn't buy a
car without them now.

Just a metal cover over the hole where the backup lights would be if they 
were installed.  I THINK that I've seen them on some LM 500s.
