Required as standard equipment in 1967, along with dual master, collapsible 
 columns, etc.  Offered as a dealer or self-install option in (at  least) 
65-66 for Corvairs. It plugs in between connectors feeding the  steering 
column and has a plug-in power feed wire.
 
There are kits to add them on for almost all cars, not too difficult to  
install.
