Some thoughts. The upper studs/nuts are exposed to the elements and  they 
often rust on. And it is visible. People take pains during removal,  cleaning 
threads, penetrating oil, etc. The lower studs are better protected,  with 
the thread interface being blind on top. But enough liquid or corrosive  
material can get up on the back side of the head, and down the passageway to 
the  back side of the lower stud. And they are, until removed, invisible to 
the  mechanic. There is probably no easy way to get penetrant in there before  
removal. I would remove the rocker stud and (with loctite) re-install the  
stud, after making sure the threads - both sets - are clean. - Seth  Emerson
