There's more than one thing here that doesn't make sense -- the 17.5 
volts doesn't jive with dim dash lights, either.  Maybe they are only 
"dim" compared to the voltage rising to 17.5 off-idle?

What's the voltage at the regulator with the car running - idle and 
off-idle?  Alternator seems to be working <wink>

I'd be looking for a Big voltage drop at "some" connection -- generally 
it is the grounds that get neglected -- or the regulator is getting a 
bad voltage signal or has gone south for the winter.
