You are mixing apples and oranges. The advertised horsepower is the gross  
output of the engine. The net HP is the actual output. The 80 HP engine 
produces  80 hp gross which is an actual 65 hp net.

However we chose to  state exactly what is listed on the trim tag; 
"CERTIFIED NET H.P. OF  ENGINE 65 AT 3600 R.P.M. (145 CU. IN.)"
