Yes.   No difference.

Yes.  You MUST use the '60 starter.  Any other will get in the way of 
the rear package area floor sheet metal.  The solenoid on the '60 
starter is located differently.

Engine tin is close enough that there won't be any real issues.  The 
only part that's actually is the tin that meets the rear firewall and 
it's not all THAT different.   The '60 engine and the '63 engine can 
easily swap their tin.

In a word, yes.
