Tim, when I replaced the bearing, I got a Clarks rebuilt top cover with
bearing/shaft installed, and was using a 64 mag fan at the time.
Clearance was about 1/16 inch, so no adjustment was necessary. However
that fan was out of balance, so went back to the original 62 steel fan,
which rubbed. I pulled the top and made sure there was room to tap it
down a bit and reinstalled, using a brass mallet I tapped it down maybe
a 1/16 of an inch so it just clears. There was no lip or ridge in the
housing to prevent the adjustment. So I would think you could pull the
cover, and with adequate support, tap the bearing shaft up or down to
get the clearance you want. Also, make sure your turkey roaster is
straight. It can be coaxed up a bit if needed, too.

I took that to mean that he made the adjustment at INSTALL time by test
fitting the top shroud (turkey roaster for clarification).  In other words,
he is not sending the bearing shaft all the way "home" at install.

My thought when I read his post was that this would limit the "room for
error" when the bearing shaft (at some later date) began to rise and push
the fan into the shroud - or more likely - into one of the sheet metal
screws which holds the belt guard in place.  It might also affect how long
that shaft stays in place if not fully in place at the get-go.
