Another suggestion that has worked for me is this.  Turn the mirror to the
extreme left then right  and with a small prick punch make punch marks on
the ball.  When the mirror is turned to the center the punch marks will be
in the socket and provide some drag on the mirror.  It worked for me.

If the screw is stripped get a good used mount.  If the ball swivel is loose
then clean it with a cleaner that does not--repeat not-- contain petroleum
distillates--no WD40, dry it and see if it stays up.  I've had both problems
and been able to fix it without buying new mirrors or mirror  parts.  
On my Greenbrier I replaced the forehead spear mirror mount with a  glue on
later style mount and larger than stock mirror from an '80s era GM  car.
