Not that It makes much difference , but any tank I have changed (including  
FC tank last week ) had the tar paper glued to the tank. The glue patches 
are on  the tank, non on body.
 
By the way , I have a rebuild able (reseal it inside) FC tank with the hole 
 in it available $75. outside was rust proofed many years ago , but it is 
now  leaking at seams (left rear corner weeping). If no sale before I get 
time , I  will redo it , and up the price , just way too busy right now. It 
does not  appear to be that rusty (out side was painted in the 80's) , I think 
old style  sealer may have been in it , and got washed away by the modern 
crappy gas.
