After eliminating all of the other sources, you are undoubtedly leaking fluid from the governor "O" ring area...You need to pull the governor and replace the O ring...some of the O rings are a bit undersized in my experience. A substitute O ring is available at NAPA ( and other places ) . ask for Balkamp Balkamp #727-2210. 


It will be a very tight fit, but it will go in. Several of us have used this part.
