They did work, but only as long as the backup batteries had a charge...no emergency generator. When they ran out, the flashlight at the end of the hall on the table (at least on the second floor) helped, but not much! A few times I had to feel the room signs for my room number! Good thing my wife was listening for me and opened the door!

Guy,
Yes I agree with you if the Hotel did not have emergency lights or if they 
did and the did not work that can be reported to the Fire Department and 
they will issue citations.
They are supposed to have them in all area of the hotel.
