If you want to glue anything on use Automotive Goop, available anywhere. I
use it a lot. Works better than standard silicone.

You could just glue them on with silicone.

back on, but it seems those clips can dig away the paint and cause rust. Is
there a better fastener to use?

research, I agree with you. Prying the emblem off from the top of the lid
is dangerous. You could break the emblem. I found as you suggest that the
barrel clip tangs dig into the emblem metal posts. I was able to remove the
emblems by using a small sharp tool to pry the tangs away from the posts.
Only prying one tang away was good enough and allowed me to lift the emblem
from the top. During assembly at the GM plant, it appears that the barrel
clips were inserted into a hole drilled in the engine deck lid from the top.
A small lip on the barrel clip prevents it from going through the lid. The
emblem is then inserted from the top into the barrel clip where the tangs
grab the posts.
