<VV> Gass tank install on Late model coupe

Look for advise on  how do reinstall the fuel tank on a late model 66 coupe. 

Do you attach the filler tube to the tank first and install as everything as an entire assembly? I've tried this but seems very difficult to get the filled tube to lined up and can't seem to get the tank in the proper location. And  I don't see how it would be possible to attached the filler tube to the tank once the tank is installed. Thanks for your help.
